In short
Abu Dhabi classifies local contractors in seven categories: Special and First to Sixth. The category sets the largest single project a contractor may bid for, from AED 7 million at Sixth to no limit at Special, and depends on audited net equity, ISO certification, licensed engineers and completed project value.
Every contracting company licensed in Abu Dhabi with classifiable activities needs a classification certificate from the Department of Municipalities and Transport (DMT). The certificate gives the firm an overall category, often called the ceiling, and a category for each activity it practises. This guide explains what each contractor category requires and how the two levels work together. For the full process, documents and renewal rules, see our classification certificate guide.
The seven contractor categories
Local contractors are classified Special, First, Second, Third, Fourth, Fifth or Sixth. DMT’s published classification basics set these firm level requirements:
| Category | Net equity (last audited year) | ISO 9001 and ISO 14001 | Largest single project |
|---|---|---|---|
| Special | AED 20 million | Required | No limit |
| First | AED 10 million | Required | AED 180 million |
| Second | AED 5 million | Required | AED 100 million |
| Third | Not required | Not required | AED 60 million |
| Fourth | Not required | Not required | AED 30 million |
| Fifth | Not required | Not required | AED 10 million |
| Sixth | Not required | Not required | AED 7 million |
Net equity is read from the audited financial statements for the previous financial year, so the audit is often what decides whether a contractor can reach Second, First or Special.
Firm ceiling and activity category
Classification works on two levels. The ceiling is the firm’s overall category, set by equity, ISO and insurance. Each activity, such as building contracting, roads or electrical works, is then classified on its own engineers and project record, up to the ceiling. A Third category contractor can therefore hold building contracting at Third and electrical works at Fifth at the same time.
For the building, infrastructure and specialised infrastructure domains, each activity needs:
| Activity category | DMT licensed engineers | Projects in the last 10 years | Minimum value per project |
|---|---|---|---|
| Special | 3, with 10 years experience each | AED 240 million | AED 10 million |
| First | 2, with 10 years each | AED 120 million | AED 5 million |
| Second | 2, with 7 years each | AED 60 million | AED 2.5 million |
| Third | 2, with 5 years each | AED 30 million | AED 1.25 million |
| Fourth | 1, with 5 years | AED 15 million | AED 625,000 |
| Fifth | 1, with 4 years | None required | Not applicable |
| Sixth | 1, with 3 years | None required | Not applicable |
Specialised works, supporting works, surveying, inspection and testing, and simple design and build activities follow lighter tables. When building contracting, mechanical and electrical works are classified together at the same category, DMT reduces the mechanical and electrical requirements.
Which category can a new contractor get?
Fifth and Sixth need one licensed engineer and no project history, so they are the usual starting point for a newly licensed contractor. Classification at these categories is quick once the firm record and engineer are in place, because there are no projects for the municipality to review. From there the firm builds equity, engineers and completed projects towards Fourth and above.
Foreign contractor branches
Branches of foreign contractors are classified in the higher categories only, and the parent company must have been established for at least five years. Since November 2025, DMT also lets firms count experience from their branches in other emirates and from local corporate partners, and lets firms from other emirates and the GCC apply directly for higher categories.
How the category affects your tenders
The largest single project limit applies to each project you bid for. A Fourth category contractor cannot take a project above AED 30 million, however strong its bid. Buyers also check that the specific activity is classified at the right category, so a firm with a Third ceiling but electrical works at Fifth is limited to AED 10 million on electrical packages. Planning the next category around the tenders you want is the most practical way to grow; see how to upgrade your classification category.
