In short

You can raise an activity up to your firm's ceiling at any time, and raise the ceiling itself once you meet the next category's equity, ISO, engineer and project requirements. Since November 2025 DMT allows category upgrades before the classification licence expires; downgrades happen only at renewal.

A higher classification category opens larger tenders, but DMT only grants it when the firm’s audited equity, engineers and project record meet the next category in full. This guide explains how upgrades work and how to plan one. The underlying requirements are set out in our guide to contractor classification categories.

Two kinds of upgrade

  • Activity upgrade: raising one activity, such as building contracting, to a higher category up to the firm’s ceiling. This depends on that activity’s engineers and projects.
  • Ceiling upgrade: raising the firm’s overall category. This depends on net equity, ISO certification and insurance, and on having activities that qualify at the new category.

DMT’s published FAQ allows a contractor to raise its ceiling to any higher category it qualifies for after one year from the classification date, while consultancy offices move one category at a time. Since November 2025 firms can upgrade their category before the classification licence expires rather than waiting for renewal. Downgrades are only made at renewal.

What to build before you apply

Moving to Net equity needed ISO 9001 and 14001 Per activity (building and infrastructure)
Fourth Not required Not required 1 engineer with 5 years; AED 15 million of projects in 10 years, each at least AED 625,000
Third Not required Not required 2 engineers with 5 years; AED 30 million, each at least AED 1.25 million
Second AED 5 million Required 2 engineers with 7 years; AED 60 million, each at least AED 2.5 million
First AED 10 million Required 2 engineers with 10 years; AED 120 million, each at least AED 5 million
Special AED 20 million Required 3 engineers with 10 years; AED 240 million, each at least AED 10 million

The step to Second is usually the hardest, because it adds the equity test and ISO certification at the same time as more senior engineers and larger projects.

A practical upgrade plan

  1. Map the gap. Compare your latest audited equity, engineer licences and project list with the target category, activity by activity.
  2. Fix the financials first. Equity comes from the audited statements of the last financial year. Retaining profits, capital injections and correct presentation under IFRS all matter, and the audit has to be signed before you apply.
  3. Line up engineers. Each engineer must be DMT licensed, on your cadre and counted against one activity only. Recruit early: notice periods and licensing take time.
  4. Collect project evidence. Contracts, consultant approved BOQs and completion certificates for every project you will count, all inside the ten year window and above the minimum project value.
  5. Use the November 2025 flexibility. Experience from your branches in other emirates and from local corporate partners can now count, and Emirati owned local firms face reduced project value requirements on renewal.
  6. Apply on TAMM. Update the criteria record, add engineers and projects, then request the higher category on the Activity Practicing Licence.

Keep ICV in step

The same audited statements feed your ICV certificate, and the investment, Emiratisation and supplier choices that strengthen equity and capability also raise the ICV score. Planning both together avoids two separate year end scrambles.

Frequently asked questions

How long after classification can I upgrade?

DMT’s FAQ allows a contractor to raise its ceiling after one year from the classification date, and since November 2025 an upgrade no longer has to wait for the licence to expire. Activities can be raised up to the existing ceiling whenever they qualify.

Can I skip a category?

Contractors can move to any higher category they fully qualify for. Engineering consultancy offices move one category at a time.

Will an upgrade change my renewal date?

The classification licence is valid for two years from issue. Confirm on TAMM how an upgrade affects the dates on your licence.
